Meeting Minutes of Annual Meeting – February 18, 2026 

 

The annual meeting was held at Ann Wollam’s house.  Board members in attendance were Walt Shofner (remote), Erik Wollam, Frank Williams, and Greg Tuckwood.

Walt and Erik called the meeting to order at 4:05 pm.  PVPOA Board meeting to follow immediately after today’s meeting is adjourned.

The minutes from the last Annual Meeting on February 18, 2025, were unanimously approved.

Board Member Election Results: Greg Tuckwood was added to the PVPOA board, to fill the position vacated by his wife, Ann.  Immediately prior to the Annual Meeting, the votes were tallied for the two open PVPOA Board.

Results for the new Board Members (Kyla and Nathan) were accepted during the meeting.

Walt expressed thanks to Rose Lynn Grieco and Steve Yates for their volunteer service to the neighborhood, as well as all current and past board volunteers. 

Treasurer Report for 2025 / Financials: Walt (acting Treasurer) prefaced the meeting by announcing a shift from Excel spreadsheet to a new accounting software AccountEdge. The idea is to have a better bookkeeping and reporting tool and to allow for an easier transition for incoming treasurers. Currently, the checking account balance is about $22,000. Annual expenses continue to be relatively unchanged, year on year.  Anyone is welcome to ask for any details relating to our neighborhood’s bookkeeping.

Paradise Valley Road Disrepair: More potholes are being created on Valley Drive and Blanco Drive due to age of road, and increased amount of traffic.  To get the City’s attention, it was recommended to increase the numbers of complaints (become the “squeaky wheel”) by creating a petition, send numerous electronic notifications (emails), and/or write letters to the City from either the board or from individual property owners. Erik suggested sending a letter to the City and nominated Walt to draft a form letter to get the City’s attention of the required road repair.

Clearing of encroaching cedar overgrowth along north side of Blanco Drive: Erik to work with Park Committee board members to coordinate a volunteer workday and have PVPOA members clear and move the brush to the Sanders Tract (West side of Valley Drive, recently cleared of cedar under-growth). Erik Wollam will request permission from Sanders Tract to add to one of their existing debris piles.

Discussion regarding River Park rules for dogs: Discussion focused on current rule that requires dogs in the park to be under the owners’ “control” and desire by some residents to impose a leash law in the park. Erik Wollam discussed the basics of tort law for injuries caused by dogs who are known to be dangerous. Liability to the owner of the dog and the remote prospect of liability to the PVPOA/board members was discussed.  There was disagreement among board members regarding the implementation of a rule requiring dog owners to keep their dogs on a leash. Erik Wollam noted that if the Park or PVPOA Board creates a rule, it must be actively enforced and the likelihood it would not be. Failure to enforce an established rule could potentially increase the Park's liability. The discussion ended with no proposal to change any rules as they stand now.

PVPOA members questions/comments: Alice Benson - Requests property owners’ rosters be distributed to all PVPOA members, as in the past and, to send out notification to PVPOA members asking property owners to pick up after their dogs.
